It's been a week and 3 days since Itty Bitty moved in and there have been ups and downs.  The good news is that Pepper began using the new litter box in its new location and stopped using the couch.  Itty Bitty accepted her litter box with no problems.

I've been keeping my eye on both cats to see how they relate to each other.  The best news there is that Pepper has not been aggressive.  They have been in the same room at the same time.  Pepper has begun to ignore her, but she still gives IB a Michael Phelps - like Death Stare at times.  Twice today, Pepper approached her until they were literally nose to nose, sniffed IB and then hissed before stalking off.  IB is so sweet and submissive and she seems to like Pepper!  She actually follows her around sometimes.

I thought Pepper would be territorial about her food and water bowls, but they eat out of each other's bowls with no problems.

IB doesn't seem to be stressed by Pepper's behavior.  I, on the other hand, am still somewhat nervous even though we've left the house for hours at a time and returned home to peace and quiet.  IB is still being cautious, which is okay, but I'm looking for signs of fear.  I find myself besotted with her, but I would give her up if I felt she was living in fear.  So far, so good.

I am really hoping that everything I've read and the advice you all have given me works in this case and time will only increase Pepper's tolerance of her new sister.
