Perhaps the judges remembered too clearly their disappointment at some of the S3, or the last of S2. (I don't think we ever got I Spy in New Zealand, so I can't comment on that.)
It's pretty random, I should think. The throwing of scripts down the staircase probably was a vital part of the judging procedure.
edit: just checked what of the list I could access. Colombo got in?!?
Thank you for the link. I didn't miss much. It would probably be offensive if I gave my opinion of some of the scripts which did make it! But as far as I remember Barney Miller didn't have a script at all. The sound tech just put on the laugh tape at max, while the cast sat round making faves at each other.
